I'd say Number of Frenzy charges x 4% (12% MORE at 3 Frenzy Charges) In addition to the normal attack and cast speed bonuses (5% per frenzy charge IIRC), you now also get 4% MORE damage per frenzy charge, and this is a generic. I was just thinking earlier how I could generate frenzy charges during a boss fight (which is how I found this thread) because as a Trickster with 6 charges it's a huge DPS boost. The intention of this change is to make physical attacks more powerful, with the bonus falling off if stacked. They are visualized as glowing green orbs surrounding the character.
